Remove all insulation and sanitize the attic area. Install baffles to keep insulation in the proper position. Weatherstrip and air seal attic hatch. Air seal all gaps, crevices, HVAC and wiring penetrations and can lights. Blow in all new cellulose insulation to a depth of 14 inches, R49.
